If we're trying to maximize insulin, then why high protein?

Question:
What's recommended is low fat, high carb and pretty high protein. If we're trying to maximize insulin, then why high protein? Aren't Insulin and Glucagon (released in response to protein) opposing hormones? (What I mean is that higher levels of one necessarily makes for lower levels of the other) ?

Answer:
Yes, generally insulin and glucagon are opposing hormones. I'm not saying to eat very high amounts of protein, just the general 1 g/lb amount. I'm also not sure how much glucagon will rise and if it really matters with the protein intake.
